Dear Residents,

RE: SECURITY SCHEME FOR SS2 UTARA, SUB-SECTOR D, PETALING JAYA.

Further to our first letter to you, dated 20th November 2009, we are pleased to inform you that we are now proceeding to the next stage of our security scheme. They are:
1. The proposed date to commence the security scheme is 1st February 2010
2. The security scheme will be awarded to Perisai Bernas (M) Sdn Bhd
3. The recommended scheme will cost RM 12,050.00 per month
4. There will be 2 Supervisors and 6 Security guards on 24 hours duty
5. Subscription per household is RM 50.00 per month
6. To start off this scheme, we require a minimum of 241 households to participate (241xRM 50.00=RM 12,050.00). However, if we do not obtain the minimum of 241 households, we will continue with the security scheme but with minimum patrolling guards.
7. An additional of RM 50.00 as a start-off for the security scheme (towards the cost of drums, canopies, guard pondoks etc)
8. First quarterly payment is RM 200.00 (RM 50.00 per month for the 3 months plus a start-off cost of RM 50.00). Thereafter, the quarterly payment will be RM 150.00 (RM 50.00 per month for 3 months.)
9. The quarterly collection will be conducted by the Officers of Perisai Bernas Sdn Bhd. Please make the cheque payable to Perisai Bernas (M) Sdn Bhd. and insist on the issuance of receipt from the security company. After the payment is received, the household will receive one (1) house tag and 2 car stickers. (you can request for more car stickers if you have more than 2 cars but you have to pay for the additional sticker.We will revert to you on the cost of the additional sticker).
10. All payment received from the security company will be handed over to the Committee. The Committee will calculate on the amount received and will inform the security company on the type of security scheme to be implemented. (The security scheme will depend on the amount collected). The Committee will hand over the payment to the security company within a week after the commencement of the security scheme.
11. Request for Financial assistance will be made to the RT and Adun of Petaling Jaya

Please fill up the form, together with the cheque and drop off at any one of the following house address mailboxes:

Date: Sunday, 6 December,2009
Venue: Deli Blossom Cafe, Jalan SS 2/103.
Time: 3.00 p.m.

The Meeting commenced at 3pm.
The minutes of the meeting are as follows:

1. The Chairman briefed the residents present on the following:
1) Payment & collection The monthly payment will be RM50. To start off the programme, there will be an initial oneoff payment of RM50 which will be used to purchase equipments, etc., in addition to the first quarterly payment of RM150 (Total RM200). Payment will be by cheque made payable to the security company. As a safe guard and to protect the interests of the residents, the initial payment will be retained by the Pro temp Committee which will only release the monies to
the security company when the security programme commences on 1st February 2010.
Subsequently the company will appoint its personnel to collect the payment every three months (quarterly). Receipts in triplicate will be issued – the original to residents, the second copy to the Committee (for counter-checking) and, the third copy to be kept by the company to enable it to keep track of the actual number of participants in the scheme.

Drop-off points
for the cheques and the letters of participation will be identified and made known to the residents at a later date.
The Chairman noted that should the total fees collected from the residents exceed that of the payment due to the security company, these excess funds will be used for the employment of additional guards and/or the activities of the residents of the sub-sector.

b) Letters to the residents
A second round of communication will be issued to the residents, comprising of a covering letter (in English and Mandarin) from the Committee and a consent form to join the scheme (from the security company). The form also requests for residents’ basic particulars, i.e. address, names of persons in the household, contact and car numbers, etc. which will be keyed into the database of the security company.
A third letter will follow, asking all residents, irregardless of whether they are participants of the scheme or not, for their consent to the closure of the side lanes in the zone concerned.
This letter is crucial as consent from over 85% of the households is required before the Resident Association can write in to the Police and MBPJ to request for the closure of the side-lanes.

2 c) Launch date of the security scheme
The residents were informed that the tentative date for the commencement of the scheme is 1st February, 2010.

d) Annual General Meeting (AGM)
An AGM, the first for Sub-Sector D, will be held on 9th January, 2010. Representatives from the Police and MBPJ (Petaling Jaya City Council), President of the SS2 Residents’ Association, Tuan Haji Magirin, and ADUN, Dr Cheah Wing Yin will attend the AGM. An election for a permanent Committee to run the security scheme will be held during the AGM.

2. En Zulkuply b. Khalid of Perisai Bernas briefed the Meeting on the following:
a) Company profile and personal bio-data The company was established in 1978. It is registered with the Kementerian Dalam Negeri (KDN) and is a member of the Security Services Association of Malaysia. It provides security services to the Robert Kuok group of companies, and also has experience in guarding condominiums and housing estates.
En Zulkuply told the Meeting that previously he had served as an officer in the Police Special Task Force (Unit Tugas Khas, Polis) and that he has close rapport with the Police and local authority. He had even met up with the Police Officer-in-charge of SS2 to ask for cooperation from the police and had secured an undertaking from them to have more frequent car patrols.

b) Security services provided:
Patrolling
He indicated that the type and scale of services to be provided will depend very much on the response of the residents. An acceptance rate of at least 250 houses will be needed to provide a minimum basic service of 6 guards patrolling on a 24-hours basis. He will provide 2 or 3 dogs to accompany the guards on foot patrol. The other guards will go around on motorcycles at half-hourly intervals. These guards will have to log into punch clocks that will be set up at strategic points to ensure that they do the rounds. The guards will also be provided with walkie-talkies to facilitate communication. The whole area will be divided into 2 or 3 zones and each zone will be placed under a specific guard. He stated that only local guards
will be used. In respect of the guards, he urged the residents to inform him should any of the guards fail to perform. Complaints can be forwarded to him through the Committee or vide the website.

Call Centres
A call centre will be set up in each zone to ensure faster response to calls for help. The response time to emergency calls is 3 minutes. Participating residents will be provided with the number to call in case of emergencies, e.g. if they suspect that they are being followed by suspicious characters and need the guard to escort them to their homes. If and when problems arise, residents can also immediately contact the control centre which will in turn contact the guards on the ground to respond. If a participating resident plans to hold a party or gathering
in his / her home, he / she should inform the Control Centre so that assistance can be rendered in the form of traffic control and in looking out for undesirable or unwelcome guests.

3 Stickers
Participating residents will be provided with a house sticker and 2 free car stickers.

3. Question & Answer Session

During the Q & A session, points raised by Mr. Tan Heng Choon of Jalan SS2/99, Mr.
Harvard Lee of Jalan SS2/109, Mr. Eddy Tan of Jalan SS2/111 and Ms Chin of Jalan SS2/88 touched on the number of static guards; methods of patrolling; payment; cooperation from Police and MBPJ; response from guards to emergencies; closures of side lanes; parking of vehicles in the zone by tenants of neighbouring condominiums and the behaviour of such tenants; the securing of `black areas’ along SS2/100 (in front of former YAHAMA MUSIC SCHOOL) and the small lane from SS2/113 to LDP, as well as the side-lanes linking Jalan SS2/88 to Jalan SS2/72.
The Committee gave the residents its assurance that it will study the issue of the closure of the internal side lanes between SS2/111 & SS2/113 and, find ways to prevent vehicles owned by tenants from the neighbouring condominiums, from being parked in the areas around SS2/100 & the sides and back of Jalan SS2/72.

The chairman thanked the residents who turned up and expressed his hope that they will do their part to pass the information to other residents, as well as to try to persuade as many of their neighbours as possible to participate in the scheme. The meeting ended at 4.45p.m. with a vote of thanks to the operator of Deli Blossom for allowing the Committee and residents to use her premises for the meeting.

ANOTHER gated and guarded community has been set up over the weekend in SS2, Petaling Jaya.

Residents of SS2 Utara (C1) who worry about the increasing number of break-ins and snatch thefts, have come up with their own security programme, hoping to give the occupants of some 270 homes in the sector a good night’s sleep.

Like their neighbours in SS2 Utara (B), they have also resorted to blocking backlanes and certain access roads with barriers.

Some were cordoned off at all times of the day, while others would be closed from 11pm to 6am the following day using plastic barriers and no-entry signs so that vehicles could not enter the area.

However, those living outside SS2 Utara (C1) who use these access roads to escape the jam as well as a shortcut to their housing area were not happy with the move.

According to SS2 Utara (C1) Residents Association chairman Mohd Ghauth Ghani, they had to take measures to prevent crime in the area.

“Certain roads have to be closed and most of the residents have agreed to it,” said Mohd Ghauth who had 86% support from the SS2 Utara (C1) residents for the closure.

Mohd Ghauth said the roads that would be closed temporarily at night were SS2/78, SS2/77, SS2/74 and SS2/91.

During the launch of the programme, residents wanted to know if they could proceed by closing certain roads and their question was promptly answered by MBPJ enforcement assistant director Tun Mohd Izliham Bahardin.

“Roads used by the public can only be closed by the police or the Road Transport Department (JPJ), even MBPJ cannot do such a thing.

“If we close one side of the road, it may block the access of personnel from the fire department and we (MBPJ) will be blamed for allowing such access roads to be closed,” said Mohd Izliham.

He said residents who wished to set up security programmes should ensure that they followed the guidelines set by the state’s Housing and Property Board.

According to one of the guidelines, it mentioned that boom gates are allowed to be closed only from midnight to 6am daily while security guards do not have the right to stop a vehicle from going into an area.

Besides that, 80% of residents must also give their consent to the setting up of a gated and guarded community.

“We have no problems working with residents and hope that they send in their application for such programmes so that we know of its existence.

“Their applications will also be looked into by the engineering and enforcement department,” said Mohd Izliham.

The Meeting commenced at 3.05pm.
Several questions were thrown to the Committee as the residents wanted to
know more about the security programme. There were also suggestions from
residents based on their observations of the security schemes in neighbouring
housing estates.

The questions and / or suggestions fielded by the residents and the responses /
information given by the Committee are as follows:

1. Resident: What are the types of security services provided?

Committee: This will depend on the number of participants and hence the
amount of funds collected. If there were 150 participants,
the security company will provide only patrolling service but, if
there were 300 participants, the company will also provide static
guards at selected entry points in addition to the patrols.
The security company has its own hotline number that residents can call in case of an emergency.

2. Resident: How long is the contract with the security company?
Committee: This has yet to be discussed.

3. A suggestion was raised by a resident based on his / her observation of what
was being done at Ara Damansara, where pots or plants, instead of barrels, are
being used as blockades. The start-up cost is RM600 which is considered to be
too high. A minimal approach is preferred at the moment.
The residents were told that in our security programme, the roads will be blocked
in stages.

4. A resident also wanted to know whether the ADUN could provide some funds.

5. The gate at the back of the Bomba, along Jalan SS2/96 could be closed.

6. As to the question on whether Jalan SS2/2 would be turned into a one-way
street, the response was that the RA Chairman was looking into that with the
MBPJ. However, the outcome is yet to be known.

The Meeting commenced at 3.05pm.

1. The Chairman informed the Meeting that the letter to all residents of SS2 Utara, Subsector D, informing them of the proposed security programme was ready for distribution.
The letter, together with a map of the area concerned, was to be distributed by hand to the respective households. Mr. Lo, who had kindly contributed the paper for the printing of the letters, also generously donated the envelopes.

2. Committee members / volunteers tasked with distributing the letters and the areas for
which they are responsible is as follows:

A general discussion was held. Mr Lim was briefed in detail of all that had taken placed since the
scheme was mooted. He was supplied with a copy of plan on the proposed security set-up. Mr
Lim indicated that he would assist to distribute the forms and do some canvassing to the
residents around his area.
Meeting commenced at 3.00 p.m. and finished at 3.50p.m.
Launching of Security Programme of SS2C1 on 15th November 2009
For the information of residents within our Security Area, SS2 Utara, Sector D, Security Sector
SS2 Utara Sector C1 held a soft launch of their scheme on Sunday, 15 November, 2009 at the
Taman Rekreasi along Jalan SS2/81 at 4.00 p.m.
(Sector SS2 Utara C1 covered SS 2/74-78, SS2/77 -91, has a total of 270 houses, with over 200
houses contributing to the scheme)
Deputy OCPD of Petaling Jaya, Supt. Abd Razak, Chief Inspector Mohd Sahar, representative of
MBPJ and ADUN Y.B. Dr Cheah Wing Yin graced the function.
The Police acknowledged that the crime rate in SS2, PJ area was high. However with the security
programme being implemented in some areas (with some online to do so), hopefully the crime
scene would see a significant improvement.
Both the Police and MBPJ stated very clearly that they welcomed and would give full support
and co-operation to the Committee/Security Company to ensure the success of the scheme. They
stressed that to enhance the level of security and safety of the residents, both the residents and
police must work hand in hand. Should the residents encounter any untoward incidents and
suspect anything amiss, the residents could contact the Security Personnel who would inturn
contact the police to assist immediately. In fact the co-operation between the Security Company
had been cordial and would remain so.
The dialogue between the residents and the Police & MBPJ was lively touching on many aspects
from removal of drums placed along the side-lanes, measurement of crime rate , indiscrimate
parking in SS2 township, building of high curb along SS2/80 (between SS2/75 & 2/77) to
prevent congestion, traffic congestion along SS2/24 (Sri Siam/Eng Seng Hin), SS 2/75.
The Police, YB Dr Cheah, Rep of MBPJ flagged off the Home Guards at 5.45p.m.
Hopefully when our security scheme in SS2 Utara, Sector D is being implemented we would be
able to have more dialogues/discussions with the Police/MBPJ thereby enhancing our way of
life.

1. The following is a summary of discussion at the meeting:-
a) Residents were informed of the happenings at the SS2C sector that has just
implemented their security programme that there were:
- Protest against closure of side lanes (along the perimeter bordering the guarded
area as well as internal lanes).
- Erection of “Road Closed” signages
- Requests from residents staying along the adjoining roads to be included in the
scheme.
b) Matters brought up for study in detail:-
- Access path at the side road along Jalan SS2/2 (right at the end) linking LDP and
the office blocks of Tropicana City.
- Inclusion of Jalan SS2/106 (fronting former YAHAMA MUSIC CENTRE.).
- Potential trouble areas around Jalan SS2/106.
- Soft approach to owners/residents staying near the side lanes that are proposed to
be closed (so that they are informed ahead) and to get their support .
c) Mr. S.P. Chin indicated he would assist to distribute the forms to residents.
d) A website for SS2D resident is ready
- Suggest including minutes of meeting in the website
- Website to be sent to residents via email
- Website link to be included in “letters” to residents
e) The minutes of meetings from SS2D will be sent to RA Chairman of SS2 Utara.

Encik Zulkifli b. Khalid, Manager of the Security Co briefed the meeting on services
that will be provided by his Company:-
a) Area to be divided into 2 zones
Zone covering SS2/95 to SS2/103
Zone covering SS 2/103 to SS 2/113
b) Each zone to have 3 static guards and 1 on patrolling duty
c) To permanently close up side lanes along SS2/2, 2/95, 2/72
d) To provide guard dogs patrolling at night. Three guard dogs on round within the
confines of SS2/95-SS2/113 and bordering SS2/2 and SS2/95.
e) Residents requested to co-operate by informing Company of suspicious cars, vans
parked in the area. If house alarm goes off at night to quickly contact control
centre so that a guard with dog can reach house within 3 minutes.
f) Paying residents will be notified of visitors who wish to call over at their house by
the guard (by phone) manning the entry points.
g) For travellers coming into the area (non paying residents’ visitors) particulars of
car driver will be recorded.
h) To get co-operation of Police to do joint patrolling and also to increase police
rounds into the zones.
i) Need initial amount of MYR 10,000 for equipments as drums, pondoks etc.
j) Minimum MYR 16,000 monthly for security jobs.
Decisions of Pro Temp committee:-
a) To hold meeting every Sunday at 3.00 pm at same venue.
b) To distribute "Letters of Consent to provide paid security" by next meeting.
c) Residents from various roads to help distribute and collect consent letters and to do
"PR" jobs to encourage more residents to join the scheme.
d) To put up banners notifying residents of the proposed AGM.
e) Tentative date for proposed AGM is either 5th or 12 Dec 2009- to check with
ADUN Dr Cheah Wing Yin when he is available.
f) Collection by Security Firm of monthly/quarterly payments to be done by
authorised personnel only (Check on Insurance coverage etc)
g) Discuss web-site created by Mr Yap.

1. A briefing was done by Mr. Tan Boon Teik on the meeting outcome with Persatuan Penduduk
Sektor SS2 Utara (known as RA thereafter) which was held on 13th Oct 2009 on the following
issues:-
1.1 A security programme for SS2 Utara, Zone C, will be launched on 1st Nov 2009
1.2 The President of the RA has given authority to residents of SS2 Utara, Zone D, to form a
sub-committee to look into the security matters of SS2 Utara, Zone D.
1.2 All residents of SS2 Utara, Zone D, will be invited to a meeting to officially elect their subcommittee
members.
1.3 Minutes of sub-committee meetings are to be submitted to the President of RA.
1.4 Funding for all activities are to be on our own account.

3. The following is a summary of the discussion that took place:
3.1 There are 2 options on security firms. Company profiles of these 2 firms were
presented. All members have declared they have no interest in these 2 firms.
3.2 All roads in Zone D will be covered using these roads as boundary line: Jalan SS2/2,
Jalan SS2/113, Jalan SS2/72 and Jalan SS2/95 (on 2D side).
3.3 Suggested security fee is RM50/month, with 3 months advance.
3.4 The need to differentiate between those who participate and those who do not
3.5 Request for financial assistance from the ADUN.
3.6. Propose to have banners informing residents of the meeting
3.7 Protem committee to do ground work by informing residents of the setting up of
security programme at Zone D.
3.8 Request for names, contacts and emails of residents.
4. The group proposed to meet again on Sunday, 25th Oct 2009 at 3 pm at the same venue.

SS2 D Residents for a Security Programme

Dear Resident

A meeting of a group of resident will be organized to discuss a proposal to launch a security programme for a part of SS2D that will be zoned to two areas.
